Since "one of the varieties is priced at $3 per pound greater than the other" and we're told Variety A is $18, Variety B will either be $15 or $21 per pound. There is no ratio of $18 and $21 varieties that will result in a $16 mix, so Variety B must be priced at $15 per pound.
We can interpret the equation as:
18A + 15B = 16(A+B), in which A = pounds of variety A and B = pounds of variety B.
Plug in 1 for A:
18(1) + 15B = 16(1+B)
18 + 15B = 16 + 16B
2 = B
Therefore, the ratio of A to B is 1/2.
