Had the wording been "explicit," choice A, that is, clearly stated, there would have been no confusion. Choices B and C, "mystifying" and "inscrutable," are synonyms; "inscrutable" means "unclear, difficult to understand," "mystifying" means to involve in mystery or obscurity which doesn't apply in this sentence. The ambiguous press release may have made an impression, but it wasn't "impressionable," choice E, that is, nothing made an impression or influenced the press release.
