A minimum of 21 gumballs should be dispensed to get three gumballs of the same color. Therefore, the minimum amount to be spent $\(=\frac{21}{3} \times 0.25=\$ 1.75\)$. Thus, the correct answer is $\(\$ 1.75\)$.
