1 <= x^2 <= 100, taking square root both sides we have 1 <= x <= 10, then there are 5 even numbers (2 4 6 8 10) and 5 odd numbers (1 3 5 7 9) that fit the criteria

It is actually easier to count.
The largest even number whose square is equal to or less than 100 is 10, and the largest, odd number whose square is equal to or less than 100 is 9. So, we have five even numbers 2,4,5,6,8,10 and five odd numbers 1,3,5,7,9.
The answer is C. Both quantities are equal.
