Let's test some values....

Case #1
If 80 is divisible by 2^x, then it COULD be the case that x = 3, since 2^3 = 8, and 80 is divisible by 8
So, we get:
QUANTITY A: 3
QUANTITY B: 3
In this case, the quantities are EQUAL

Case #2
If 80 is divisible by 2^x, then it COULD be the case that x = 2, since 2^2 = 4, and 80 is divisible by 4
So, we get:
QUANTITY A: 2
QUANTITY B: 3
In this case, Quantity B IS GREATER

Answer: D

x could be 0,1,2, or 3

If x = 0 the. 2^0 = 1
80/1 = 80

0 < 3

However, if x = 3 then 2^3 = 8

80/8 is divisible.

Yet 3 = 3 so getting two different answers means we get answer choice D
