The answer will be 4. To maximise the shirts, minimise the hats. The number of hats and shirts needs to be integers, because these are quantities.
6.20H + 15.50S = 74.40, where H and S are no. of hats and shirts respectively.
THe minimum number of hats, such that the solution can be divided by 15.50 is 2. By substituting the values, we get S to be 4
