The best way to approach this is to eyeball the obvious answers and then calculate the close ones. To ask this question another way, in what years was the Other candidate's vote share larger than the difference between the Republican and the Democrat?
Based on a quick look, we know that in 1984 and 1988 the Other candidate received negligible votes and the winning candidate had a large majority, which is also the case with 2008. Secondly, in 1992 and 2000 we can see that the Other candidate took enough of the vote to keep the winning candidate from receiving a majority. This leaves us with 1996 and 2004 to calculate.
1996:
Rep: ~ 39
Dem: ~ 47
A difference of 8
Other: Max of 9
This is enough.
2004:
Rep: ~ 62
Dem: ~ 59
A difference of 3
Other: Max of 2
This is not enough.
Not Enough: 1984, 1988, 2004, and 2008
Enough: 1992, 1996, and 2000
