- Yes - first paragraph says its exact meaning evolved through daily negotiations.
B. "A large proportion of Argentinean SOEs were not showing any profits prior to 1978 "
- Possibly true, but "large proportion" is too strong; the passage only says JVs would remove the drain of unprofitable SOEs, not that most were unprofitable.
C. "One way of encouraging foreign firms ... was by offering tax holidays"
- Not mentioned.
D. "Economic planning had not always been practiced ... prior to 1978 "
- Opposite - there was planning before, just unsuccessful.
E. "President Spinoza played a decisive role..."
- He announced reforms, but the passage doesn't focus on his decisive role.
