Please provide the full explanation. I selected BFI, because the probability of being caught over speeding automatically increases and is higher than regular conditions.

- Context: The number of speeding tickets is said to be not a reliable measure of _______ .
- Contrast: The opposite of receiving many tickets (low culpability) is what the ticket count is supposed to measure.
- Fit: B. culpability means responsibility for a fault or wrongdoing. A ticket directly implies culpability for speeding. The sentence argues that the ticket count is an unreliable measure of actual wrongdoing (i.e., whether the driver is fundamentally reckless).

Blank (ii): The Drivers
