Let's take 100 as the initial value for the price (and for ease of calculations). Then, after a x% increase, let's say 10%, the amount becomes (1+0.1)*100 = 110. Then, after a 10% decrease, it becomes (1+0.1)*110 = 99.
Now, the difference after the increase is 10 (=110-100), while the difference after the decrease is 11 (=110-99). Then, quantity B is greater!

Let's solve this logically without using numbers:
the rent increases from 2003 to 2004 so the price for the 2004 is greater.
Now the rent decreases from 2004 to 2005 by the same percentage.
Keep in mind that in 2004 we are calculating percent decrease from a greater quantity than the 2003 price so the decrease is more than the increase from 2003 to 2004.
So the difference between them is also greater. So B is the answer.
If you can spot this is way more easier way and faster way to solve the problem.
