Even though the train has a higher speed between cities B and C than between A and B, we can't draw any conclusion about travel's times because we are not given the distances between the cities. It may be that A > B or the other way around or even A = B.

If we do not know the distance between town a and b, and b and c, then we can not determine the time required to cross it, even though we know the speed of the vehicle, this is very obvious and hence, answer is D.
