Let x be the amount not collected then
x*10/100=1.8
x=1.8*100/10=18.0
x*10/100=1.8
x=1.8*100/10=18.0

I think the answer should be 'C' as we need to subtract 'total from collected' to find the amount that has not been collected.
Total - Collected =not collected
