Truth is "ascertained" through something out of all the options "Determined" is the right one, as assimilation means - absorption and exculpated means - declared. Further, "Democratic" indicates something parliamentary or people popular, connecting this to the 2nd blank the option "Plebiscite" which means "voting by people" appears to be correct fill-in. Hence, (B) & (E)
