I calculated R as follows
5=R/100*25
R=20%
and I also calculate S as follows
s=25/100*60
s= 15
which I think s=15 as a a part of the whole 60 (25% of 60 ) is bigger than Quantity A that is 5/25 which is just 20% of 25 , what do you think? I mean the value of S=15 is bigger than the value 5 and also the percentage of S value which is 25% is also bigger than the percentage of Quantity A (20% only) why the answer would be A ?!! are we comparing part/whole with another part/whole , or are we comparing percentage of Quantity A with percentage of Quantity B ??
When it is said that it is r percent r is just the number and so is s. Thus r > s.
