A minute hand goes around the entire circle once every 60 minutes. So in 20 minutes it only goes 1/3 of the way around.
What's the circumference of this circle? The circumference formula is 2πr. Since the radius is the length of the hand, or 12 inches, the circumference of the circle is 2π12. The hand only traveled 1/3 of the way around it, so 2πr/3 = 8π, which is the correct answer.
