All i did here is testing each answer.
I found that they all can be divided by 1.64 except E, so E can't be the value of X
Took me this approach 1 min and 20 seconds.

Re: If x and y are integers, and x/y = 1.64, [#permalink]
x and y are integers, and \(\frac{x}{y }\)= 1.64

\(\frac{x}{y }\)= 1.64 = \(\frac{164}{100}\) = \(\frac{41}{25}\)

This means that x has to be a multiple of 41. So, any answer choice which is not a multiple of 41 will be eliminated

A. -656 = 41*-16 => POSSIBLE
B. -82= 41*-2 => POSSIBLE
C. 123 = 41*3 => POSSIBLE
D. 205 = 41*5 => POSSIBLE
E. 288= 41*decimal number => NOT POSSIBLE

So, answer will be E
Hope it helps!
