Focus on getting 0.27/9 = 0.03. for this conversion, you need to multiply 0.000027 by 10^4 and divide 900 by 10^2.
Hence you get 10^4 * 10^x / 10^-4 * 10^2.
10^-2 *10^x = 10^11
-2+x=11
x=13
