Quantity A: the ratio of g to h
Quantity B: 1/3
the answer key says that the answer is A, and takes into account positive numbers. But my question is that if it doesn't specify that neither g nor h can be zero, isn't it a possibility that they are? So then the answer in that case would be D.
Is it wrong because g and h are separate variables?

I donot understand why you want to put zero.
Since a fact is given i.e. 2g = 6h it has to satisfy always.
