"However" provides the contrast/shift in the two sentences.Since it is mentioned that the anthropologists and social scientists have consistently shown that xenophobia is a "learned" behavior.So, we must recognize in the first sentence that many people erroneously believe that humans are naturally "prone/disposed" to distrust or even fear those outside of their social or cultural group.

Compelled means forced. The word behind clearly states that is believed that people are naturally prone or inclined or disposed to be racist.
That is the meaning of the sentence indeed. The scientists, instead, say that xenophobia is a learning behavior NOT natural. We are not racist since we born. We become.
