'Quipped' indicates that those commenting on the Earth are being witty: Earth has never had rings, but man has so polluted the space right above Earth, that no Earth has a ring of junk orbiting it. In the same cheeky vain, the word 'redress', which means to make right, is used.
(A) is too neutral.
(C) implies that man has only thought about the omission. We need a word implying action.
(D) is more or less the opposite of the blank.
(E) does not work stylistically, because one cannot resolve an omission
