I'll take a stab. inured to by definition (this is straight from google) "accustom (someone) to something, especially something unpleasant." While this is a good definition, I take note at the first word Ironically. This means we would want something opposite of what should belong. If ironically wasn't at the beginning of the sentence, then I think it would be a correct answer. However, since Ironically is at the front we have to keep it in mind. The reason why democracy is more likely to be accompanied with protests is because they are sensitive to it, in the sense that the people vote who they want in. If they don't like who they currently have, they can boot them out of power and find someone who will listen. This clue is given towards the end when it says that "in a totalitarian regime, no one is listening." In a democracy you have to listen to stay in power.

Hi..

The give away is whereas, whereas shows contrast.
So our answer has to be opposite of the part following the word whereas.
So no one listens in totalitarian regimes, in democracy they do listen to people, so protest are useful as people voice their problems and democratic government listens to it.
Thus they are SENSITIVE to protest.

Inured means getting used to.. then people should not be protesting as the democracy has got used to protests, maybe then the protest do not have the intended effect, and therefore should not be there.
Also if you put this value in the sentence, it will not fit with whereas.
