Explanation
Looking at the bottom graph you can see the %. Actually, the question is asking you for the ratio public/private
Public 4 years + public 2 years = 41% + 37% = 78%
Private 4 years + private 2 years = 21% + 1% = 22%
\(\frac{78 %}{22%}= 3.5 %\)
D is the answer. Hope is clear now
