IMO question doesn't offer much, except the positive tone for the Alec, so diving straight into answers, option C and D have that; rest of choices are either neutral or negative.

the blue parts tell us that he is very good at something.

You can go by POE, considering that among the answer choices A-B-E-F are negative words. Which is not what we are looking for.

So, C and D are the right choices

I agree. The only way to respond to this question is to understand the tone in the sentence and then eliminate options that don't match the tone.

Seems like a wrong question. Felicitious and happy are words with extremely different meanings and also give the sentence different meanings

Yes,you correct. But sometimes we have to choose the words that go together even though they are not similar in meaning 😉
