The biography attempted to dispel certain notions, but ended up doing the opposite and supporting them. The word "only" creates this contrast. The second blank, then, should be "perpetuates."
To get the first blank, we need to take a clue from the last part of the sentence. We are told that the biographer fondly relates all of Oppenheimer's many quirks. If you have a lot of quirks, that make syou "eccentric," so that fits best in the first blank.
