In the surface it seems quantity A and quantity B are same. It seems that both quantity would be equal to 90 degrees.
However, when it is 12:15 along with the minute hand hour hand will move as well but slightly as a result Qty A would be less than 90 degrees.
Similarly when the clock is at 12:45 the anticlockwise measure of the angle will be more than 90 degrees because the hour hand will slightly move towards 1'0 clock increasing the degree spread to more than 90 degrees.

it is clearly visible and imaginable that which angle will be greater .
The answer is B
