Please sdhar follow the proper way formatting the question. Here there is a post specifically made

Back to the question: the limitation of freedom of action comes in second order, after freedom of thought, more important.

Hi, could you explain why "protected" isn't a good fit for the 1st blank?

The keyword for the first blank is 'though also desirable'. So 'exercised' is the most desirable option. So we can exercise that option in the first blank.

Freedom of thought and indeed of choice must be protected more than freedom of action because the latter have to be subject to limits imposed by the statutory (government or else). Otherwise, we will end up in a state of anarchy.
