GIVEN:
a = bx
c = b/3

So, a/c = bx/(b/3)
= (bx)(3/b)
= 3bx/b
= 3x

So, what are some possible values of 3x?

We're told that 1 < x < 4

(3)(1) = 3 and (3)(4) = 12

So 3 < 3x < 12

Check the answer choices . . . 5 and 10 are both BETWEEN 3 and 12

Answer: C, D

Value of X has a range between 1 and 4 and it is not inclusive, hence 3x can only 3*2=6 or 3*3=9.
