I am having a hard time understanding this sentence .. can someone help me?

I understood from it that


Far reaching Campaign for Finance reform will fail to make influence of money STRONG if the money will be spent on BOATS and Vacations.This also shows ability of politician to run a office

and for me that makes sense becoz if money will be spent on Boats n vacation then it will not make money strong to help others...

The campaign reform is meant to reduce taxes or else. I.E. to curb the influence of money. However, money not only buy things but also are part of the entire system on which a politician makes his promises to the electorate.

Therefore, money influence is difficult to attenuate or abate.

what did I understand from the question is (A) is a person who used to take some kind of legal money in order to participate in campaign , but this money will not able to buy speedboat ant golf vacation therefore (A) has got his money from illegal sources
therefore the blank should be filled with something like (be able to gain A the fortune he got )
so the only answer I find is F and B
