Here's a slightly outside-the-box approach...
GIVEN: 17% of p is equal to 18% of q
We can write: 17/100 of p = 18/100 of q
In other words: 0.17p = 0.18q
Multiply both sides by 100 to get:

Quantity B: q
Multiply both quantities by 17 to get:
Quantity A: 17p
Quantity B: 17q
Now replace
17p with
18q to get:
Quantity A:
18qQuantity B: 17q
You may already see that the correct answer is A. However, we can be 100% certain if we subtract 17q from both quantities to get:
