Only option that matches the blank (i) is Magisterial as the lawyers of Victorian court appear intimidating. The second blank is contradicted by the word yet. So, the discomfort of heavy robes is less sever that that of woollen wigs. So Eclipsed by fits here.

I'm not a huge fan of the way that this Kaplan question uses "eclipsed". Eclipse should be used when someone's deprived of prominence, or power, or generally something that people strive for, like "The movie star's fame eclipsed his own."
Outweighed would have been a better choice here for them.
