Whenever Ned is outdoors and the sun is shining, Ned wears his sunglasses. Whenever Ned is outdoors and the sun is not shining, Ned carries his sunglasses in his pocket. Sometimes the sun is shining when Ned is not outdoors.

Inferences:
Sunglasses = Ned is outdoor and sun is shining
No sunglasses = Ned is outdoor but sun is not shining
No sunglasses = Ned is indoors and the sun is shining.

If the statements above are true and Ned is not wearing his sunglasses, which of the following statements must also be true?

(A) Ned is carrying his sunglasses in his pocket.
Wrong. He can be carried in his pocket or could be kept in his room.

(B) Ned is not outdoors.
Wrong. It is an extreme statement.

(C) Ned is not outdoors and the sun is not shining.
Wrong. “And” is a fixed term. It’s not flexible

(D) Ned is not outdoors and/or the sun is not shining.
Right. Correct. Matching our inference

(E) Ned is outdoors and/or the sun is not shining.
Wrong. Well in one case he would need to wear his sunglasses.

In option D, and/or can't be the right option. must also be true means it has to be always true, no matter what. So if we take the negation of the option D then the negation can never be true. We can prove that. For and it can't be proven that it is always false. Definitely a confusing one.
