The trap in this question: To trick you to think about only about one of the cases:
Case 1: P = 4 + 4 + 7 = 15
Case 2: P = 4 + 7 + 7 = 18

Answer is D.

The question says that the angles are expressed by the equation 2x + y = 180. This means that two of the angles are going to measure x, and the third one is going to measure y.

And there are two ways of accomplishing this.

Scenario 1:

Angles RQS and QRS are x. In which case the RS=4 and the perimeter will be 7 + 4 + 4 = 15. Quantity B is greater.

Scenario 2:

Angles RQS and RSQ are x. In which case the RS=7 and the perimeter will be 7 + 7 + 4 = 18. Quantity A is greater.

Therefore, the relationship cannot be determined. The Choice is D.
