I agree with ChiGRE.
In order for the members of the committee to get angry, the ambassador should refused to moderate the vituperative words. Moreover, in Blank (i), choice A and C are similar. Therefore, either of them can be a correct choice and because we have to choose only one choice, choice B has to be our appropriate choice.

Sentence can be summarized As ambassador was not willing to appease his contentious, angry, words. It only helped to make members of committee angry the further. So the best options are moderate and incensed.

Vituperative is already is a word on the harsher side so from the sentence --> Refusing to XXXXXX will tone down the stance. --> Option B Usage of but indicate that the harsher side is further exacerbated --> Option F
Hence, BF is the Answer.
