Refer to the attached picture.
For a normally distributed data, it is known that approximately 34% data fall around 1 standard deviation away from mean, further 14% 2 s.d away, further 2% 3 s.d away. Since we are given that "Sixteen percent of the boards were less than or equal to 4.748 m in length.", refers to the region(on the graph) to the left of (mean - 2 s.d) as that region has the 16% of total data.
