lets choose 18 to be total no. of votes. then 2/9*18 = 4
3/4 are in favour i.e. : 3/4*4 = 3, so 3:1 is ratio of favour vs non-favour
required ratio is 2:1, so 18*2/3 = 12.
we need 12 votes for not favour from the remaining 14. 12-1/14 == 11/14
