For the region in which the range of the dollar amounts of the four expense categories was least, what percent of total living expenses was the Transportation expense in that region?

Can anyone explain this please? As I understand, the region having least range is Region P with 1000 dollars. Transportation expense is 16% of the total expense for that region which is evident from the given graph, bu that is not the correct answer. What am I missing here?

the range of the dollar amounts of the four expense categories in regions: P: 600-100 = 500$ Q: (55-13)%*1350= 567$ R: (64-8)$*1300= 728$ S: (60-10)%*1400=700$ T:(50-14)%*1200=432$ U:(63-10)%*1500=795$
