For such quantitate comparison questions, i used the following method.
first of all solve A.
3^-11(3^-2+3^-1+1)/13
=3^-11(1/9+1/3+1)/13
=(1/3^11*13/9)/13
=1/3^11*9
=1/3^13
Quantity B
13^-3
now when i compare both i tend to make 0 or 1 the B quantity. i multiply both by 13^3
so B= 13^-3+3=13^0=1
now i have to check whether A is greater than 1, equals to 1 or less than 1.
A when multiplied by 13^3 it will be 1/(3^13)*13^3
=13*13*13/3^13
now denominator has higher power, so answer will be a fraction less than 1.
hence B is greater than A
