The first blank should be A or C . B sounds weird in the context.

what word should go in for the first blank when you ignore plethora of evidence pointing to massive risks? I would fill in something like foolish. But while means there's a contrast in the second clause, so the evidence must be under suspicion or questioned.
There's no clue for the second blank, so the first blank should be solved first.
Although it would be unwise to ignore the facts, the evidence presented are in fact disputed worldwide.
