Why not option D , as reverend also means to show reverence ( or huge respect ) ?

Lets start by pairing the words:
-deprecated- express disapproval
-Discerned & Remarked on- to see or notice something with difficulty
-Ignored & neglected
-Reverend- high respect

Now, from the above we know deprecated & reverend do not form a necessary match and could be negated.
From the sentence given, The distinctive qualities of African music were not appreciated or even ________ by Westerners until fairly recently. ​
As, it was not appreciated, it cannot be ignored. Because if the Westerners ignored it doesn't make sense. Thus, only Discerned & Remarked on fits the bill.

Why not 'ignored' and 'neglected' b/ c of 'even' to I dictate a higher degree of opposite?

Choosing ignored and neglected will reverse the tone completely.

The thought of the sentence is like this: The westerners did not appreciate or even recognize the African music.

Hence, \(B E\) are correct ones.
