took time on this though I wanted to be sure - I really appreciate the quicker approaches to this one

let x and y be 2/10 and 3/10
C and D being positive and integer --> let it be C = 3, D = 2
Then answer is B

Now with powers as c,d as negative --> -2 and -3 we get d - c as -1

Thus the fractions become 10/3 (LHS) and 10/2 (RHS) and ans is A

Thus ans is D
