In Townville, ratio of cats to dogs is 4 to 11 There are infinitely many possibilities. Here are are few: case 1: There are 4 cats and 11 dogs case 2: There are 8 cats and 22 dogs case 3: There are 12 cats and 33 dogs case 4: There are 16 cats and 44 dogs etc...
In Villageton, ratio of cats to dogs is 3 to 8 Once again, there are infinitely many possibilities: 3 cats and 8 dogs 6 cats and 16 dogs 9 cats and 24 dogs 12 cats and 32 dogs
As you can see, it's possible for the number of cats in Townville to be GREATER THAN the number of cats in Villageton. It's also possible for the number of cats in Townville to be LESS THAN the number of cats in Villageton. It's possible for the number of cats in Townville to be EQUAL TO the number of cats in Villageton.
