You won't get anything great from skin giveaways and this is a waste of time (you'd better find a part time job and spend this money for skins, you literally can do it in one day). Fortunately, there are many websites where you can buy cool skins 30-70% cheaper than on Steam Community Market; so, just Google and find the one that offers the cheapest price for the skin you want. But before you make a purchase, make sure to check out its reddit reviews.
