PhD programs should not have any biases towards the age of a candidate since they should look at the potential of the candidate to become successful in the area or career that the program aims for its graduates. If for example a program aims for candidates to become future academics, then they should focus on a candidate's potential to engage in high quality research, regardless of age or at which stage of career a candidate is in.

From my experience - As a PhD student, you will be working closely with faculty members on the kind of research you would like to pursue in the program. Depending on your research and value add you bring to the programme (if it skills or experience), faculty will have their preferences, i.e. some will prefer coming direct from university, while some will prefer experienced professionals. Thus, what is important is the kind of research you would like to pursue, and how you leverage your background, skills and knowledge to this research. From there, faculty will assess how suitable you are to the program, and your potential as a researcher.

I believe that is never late!

I have seen a few students who are pursuing a Ph.D. despite they have grown up kids. Interestingly, their kids are actually doing undergraduate or graduate studies from the USA

My oldest student who is currently pursuing a Ph.D. is actually a grandmother.

So, It is absolutely fine to do Ph.D.in any age.

I think that starting studying at '60s is a good idea. You must live your life as you wish. The other thing is that it will be harder.
