Meaning: Architect said this because he didn't consider the building strong enough to tackle the winds.
A- Ramshackle is a state of disrepair. Opposite. That would be the case for the building but we need to say architect didn't think the structure was wrong BECAUSE it was ramsackled or any other reason. Incorrect.
B- Robust means strong or vigorous. Correct as architect didn't think building was strong enough.
C- Noteworthy means notable. Illogical in context here.
D- Forestall means to anticipate. Structure can't anticipate anything. Illogical.
E- Repel means drive away. Again, a structure can't repel winds. Illogical.
F- Withstand means resist. Works well to say structure can't resist winds.
