This question is tricky, but the key word here is "not necessarily distinct".
For this reason, we can make anyone bigger than the other.
and since we have 2 solutions, the answer must be D

You can plug in the various numbers (as it is "not necessarily distinct", as in, those numbers and letters don't have distinct values) to find that there are instances where one is greater than the other, and vice versa.

For instance, you can end up with A as = to 2/3 or 14/2. You can end up with B as = to 6 or 18.

In the question, it is saying that it is not necessary that the x,y,w,z has to be different. So they can be the same or different. Therefore there can several possibilities. That's why the Answer is (D).
