The outcome of a standardized test is an integer between 151 and 200, inclusive. The percentiles of 400 test scores are calculated, and the scores are divided into corresponding percentile groups.

Hi,
Suppose every one on the tests gets 175. Then 175 falls in all the 100 percentile groups.
And all the other integers have no percentiles attached to it.
So Quantity A: 1
Quantity B: 0
Hence Quantity A is greater.

I may not have understood the question completely, so I don't get your explanation.
What if we suppose everyone gets a 200. Then doesn't that mean "D" should be the answer?
