I get 24.

Why is the law of symmetry producing another answer

Let the chairs from left to right be :
A B C D E

If:
(i) Rachel is at A, possible arrangements = 0
(ii) Rachel is at B, possible arrangements = 1
(iii) Rachel is at C, possible arrangements = 2
(iv) Rachel is at D, possible arrangements = 3
(v) Rachel is at E, possible arrangements = 4

Total = 1+2+3+4 = 10

I see the difference now. So Left of Rachel don't necessarily mean JUST BEFORE Rachel.

This assumes that the all chairs are similar to each other. If all chairs weren't the same, then the answer would be 4!
