Leftover is 4. So, he poured 172 - 4 = 168 ounces in 8 bottles.
Or 168/8 = 21 ounces per bottle.
=> he poured 21*100/172 = 12.2% in each bottle.
So, the answer is C.

Number of bottles be X
8X + 4 = 172
8X = 168
X = 21
Each bottle contains 21 ounces.
Find the % as = (21/172) x 100 = 12.21%
Hence, option C
