The answers are always synonyms to each other so the meaning of the sentence is not altered.

And F are not a pair choices.

The first blank makes it clear that it was not for the lack of effort that he had put in . Nw the next task was to find a synomym for lack

The sentence says that Emerson ended up near the middle of his class simply because he was attending a very competitive law program. The word 'after all' signals that the result (his being in the middle of the class) was despite of something. So despite his effort he landed in the middle. So we choose, 'lack' and 'want' as only those words fit.
