Also, it does not say they have to be integers, so you can pick 18.01 or 19.01 etc.

The 18th term is the median in this case, and the 18th term is 18. Now the 19th term can either be 18, or a number greater than 18. The last 17 terms (from terms 19 to 35) can be 18,19,19,19....20 where the average is 19

However, we can also have an average greater than 19. This is more intuitive to think about--18,18,18,19,100,1000,....etc

It helps to think of extremes in these questions; especially to try and prove the statement, and then try and refute it
